The letters I, O, and Q are skipped because they look like 1 and 0. NHTSA’s decoder confirms the US-market Prius did not exist for model year 2000 (the Y character in the earlier position), which lines up with the car’s December 1997 Japan launch and 2000-model-year US arrival timeline reported at the time, though the car actually reached US showrooms as an early 2001 model.
