About Rover
Rover traces its roots to 1878, when John Kemp Starley and William Sutton founded Starley & Sutton Co. in Coventry, England, as a bicycle maker. The firm’s Rover Safety Bicycle of 1885 was a landmark design, and it moved into motorcycles in 1902 before building its first car, the Rover Eight, in 1904.
What followed was decades of consolidation. Leyland Motor Corporation bought Rover in 1967, folding it into British Leyland in 1968; through the 1970s and 1980s the company traded under names including BL and Austin Rover Group, before British Aerospace bought the business, by then renamed Rover Group, in 1988. BMW acquired Rover Group in 1994 and ran it until 2000, when it split the company apart: Land Rover went to Ford, and the saloon car business went for a nominal sum to the Phoenix Consortium, which relaunched it as MG Rover Group. MG Rover collapsed into administration in April 2005, ending British-built Rover car production after just over a century; its assets were later sold to Nanjing Automotive of China. BMW kept the Rover brand name itself and sold it on; it eventually passed to JLR, where it sits dormant, and no new Rover-badged cars have been built since.
Rover’s main production home in this later period was Longbridge, Birmingham, the historic Austin factory that became the center of Austin Rover and MG Rover output, building the 200, 400, 25, 45, and, from October 2000, the 75, which had previously been built at Cowley, Oxford (later BMW’s MINI plant). Solihull was Rover’s plant of choice in the immediate postwar decades and is where the original Land Rover was built from 1948, though it’s been a Land Rover-only site for a long time now.
Rover WMI codes (positions 1-3)
The first three characters of your VIN, the World Manufacturer Identifier (WMI), tell you who built the vehicle and where. The WMI is assigned by SAE International on behalf of ISO. How to read a Rover VIN: position by position
Rover VINs built to the modern standard use the ISO 3779 17-character format, the same international standard used worldwide, including in the UK, Europe, and the US. The 17 characters split into three blocks:

Here is what each position means specifically on a Rover:
Positions 1-3: World Manufacturer Identifier

Position 9: Check digit
The check digit is the most important single character in any VIN. It is calculated from the other 16 characters using a fixed weighting table and modulo-11 math. Position 10: Model year

The letters I, O, and Q are never used in any VIN, including Rover, because they look too similar to the digits 1 and 0.
Position 11: Assembly plant
